With this freeware, you can make a digital photo look like oil painting.

1. Download the app from a link above.
Open the downloaded file to install it.
Open the app, open the photo: File > Open a picture.
The window 'Drawing Parameters' shows.
At 'Drawing Style', select 'Drawing 6 (oil painting)'.
Adjust parameters and see the preview box for the result.
Click 'Draw' button and wait for the result.
After it finishes, The window 'Drawing Parameters' shows.
I didn't like the result, so I adjusted the parameters again and clicked 'Draw'.
At the preview box, you can drag to see the other parts of the result.
When it's done, save the photo: File > Save the drawing as...
