I like color labels on Mac OS X, on macOS Ventura (latest version), the shape of a label was changed from being colored the entire row to a dot in the list view. I don't like the new shape - it looks polite but hard to distinguish.
The closest free apps that I've found for Windows, are 'FileMarker.NET Free' and 'Folder Marker Free' Here are the test steps.

1. Open the downloaded files and do the installation.
I launched FileMarker.NET Free.

In installation window of Folder Marker Free, there are words 'Free' and 'Shareware'.I launched Folder Marker Free.

2. Right click at a file, select 'Show more options'
You will see a menu 'Mark file'.
I selected 'Green'. The file icon was changed to green.
If the view is changed to whatever that shows the preview of a file, the green color will not show. See 'Tiles' view in the picture below.
If there is no preview of a file in the selected view, the green color will show.
I did the same steps with a folder.
I did batch add color labels to files or folders without any issue.
To remove labels, select 'Restore Default'.
One issue that I found is the change of adding a color label to a folder by right clicking at the icon on the desktop didn't show immediately, then I added a label to a file on the desktop using the same way I did with the folder, the color labels of a file and folder showed. It seems the problem is refreshing.
