If you drive a car at a high speed and then leave the gas pedal and break alone. You will have a longer distance comparing to a lower speed. All that can explain this extension.
If you drag a mouse fast, you will have a longer distance to dragging it slow. You can drag anywhere on a webpage.

1. Go to the link above, and click 'Add to Chrome'.
A new pop-up window shows, click 'Add extension'.
You will be taken to the setting page.
At tab 'General', select a mouse button for dragging. I use 'Right button'.
At 'Scroll style', select 'Grab and Drag'. And I checked 'Reverse scroll direction' so if I want to scroll down, I drag downward.
Don't forget to click 'Save Changes'.
At tab 'Momentum', check 'enable momentum...'
Other settings, I left them alone. This extension provides an area for testing your settings. You can scroll right or left.
If you want to stop while the page is being scrolled, click a mouse button you selected for scrolling.
In the .GIF animation above, the last scrolling up, I clicked a right button to stop scrolling.
